Buildings and Grounds Committee Meeting
Tuesday, October 11, 2011
Attendance: Bill Blackadar, Mark Borrin, Michael Lancor, Kay Peranelli, Rick Whiting and Jean Beadle (ABC)
The meeting was called to order at 8:00 a.m. by Mark Borrin in the SAU Conference Room.
Grounds Bids Results: Eleven sealed bids for Grounds Maintenance were opened by Mr. Lancor and Mrs. Peranelli in the SAU Conference Room at 12:05 p.m. on Wednesday, October 5, 2011. The lowest bid was submitted by Harry Blood with three-year bids of $32,000 (2012), $33,600 (2013) and $35,280 (2014) for a total of $100,880. Mr. Blood also submitted an addendum indicating that his bid amounts included complete athletic field set up in Fall and Spring, and complete set up for track, baseball field and softball field for Spring competition. The next lowest bid was submitted by Bruce’s Landscaping for a three-year total of $103,500.
Mr. Blood had been asked to attend the B & G Committee meeting to answer questions regarding his bid proposal. In response to questions asked by committee members, Mr. Blood indicated that most times he would be a one person operation, he would purchase the needed equipment and insurance, the School District would be his sole customer, for the Spring 2012 season he would fulfill the contract on weekends and after school, he would use additional help if needed due to inclement weather, and that he has worked on the grounds crew at Ridgewood Country Club.
Kay Peranelli reported that she had requested a quote from the Town of Moultonborough for grounds maintenance based on the specifications. The Town does not currently own/employ all of the equipment and personnel needed to do this work. The Town estimated a three-year cost of $125,000 to provide the services. This amount was less than six of the eleven bids received.
Mark Borrin confirmed that all bids received were sealed and all bids were opened on Wednesday, October 5, 2011.
Mark Borrin made a motion, seconded by Bill Blackadar, to recommend the School Board accept the low bid from Harry Blood for three years in the amounts of $32,000 for 2012, $33,600 for 2013 and $35,280 for 2014 for a total of $100,880 and to accept the addendum services at no additional cost. The motion was approved unanimously by all committee members present.
Committee members also reviewed a separate proposal from Miracle Farms to shatter aerate the soccer field in the center of the athletic track and to apply additional seed to be followed by composting the field annually for three years. Committee members decided to refer this suggested project to the upcoming B & G Committee 2012-2013 budget meeting since it would be too late to bid this or similar work our for this Fall.
