Town/SAU Working Group
Budget Advisory Committee
Meeting Minutes – Thursday, May 15, 2008
The meeting began at 4:00 p.m. in the Conference Room in theMoultonborough Town Hall.
In Attendance: Jim Gray, Ed Charest, Carter Terenzini, MikeLancor, Kathy Garry, Laurie Whitley
Others: DougWhitley, Hollis Austin
Discussion took place regarding the budget developmentprocesses currently being used by the Town and School District. The processes are considerablydifferent and may result in the Budget Advisory Committee working differentlywith the Select Board than with the School Board.
Recommendations to the Select Board and School Boardregarding the Town/SAU Budget Advisory Committee:
Membership:
• Membership will consist of five (5) individuals: one SchoolBoard member, one Select Board member, and three members appointed at-large.
• The three at-large members will be appointed by a combinedmajority vote of the Select Board and Town Board members in joint session.
• Members of the Town/SAU Working Group will reviewapplicants for the 2008-2009 budget year and recommend three individuals to theSelect Board and School Board to serve as at-large members for one year.
• No selectman, town administrator, member of the schoolboard, or employee of the school district or town shall serve as amember-at-large. Every memberat-large shall be domiciled in the town and shall cease to hold officeimmediately upon ceasing to be so domiciled.
• One of the members-at-large shall be elected by the budgetadvisory committee as chair. Thecommittee may elect other officers as it sees fit.
Education:
• Upon appointment, committee members will meet respectivelywith the town administrator and superintendent of schools to:
a) develop an understanding of the processes, procedures andtime lines used by the Town and School District to develop the annualbudgets.
b) review the current year budgets to gain an understandingof the budget expenditures and revenues, as well as budget subdivisions andline items.
• Committee members will meet no less than quarterly withthe town administrator and superintendent of schools to reviewmonthly/quarterly financial reports.
Duties of the Committee:
Note: Thefollowing notations are from discussions that took place regarding the dutiesof committee members. Thesenotations are not recommendations because the Town/SAU Working Group did notcome to consensus on duties of the committee.
• Attend School Board and Select Board budget developmentcommittee meetings, work sessions, etc. to develop an understanding of budgetrecommendations being made to the Select Board and School Board.
• Review all budget proposals made by the townadministrator, Select Board and/or Select Board Committees and makerecommendations directly to the full Select Board.
• Review all budget proposals made by the superintendent ofschools, School Board and/or School Board Committees and make recommendationsdirectly to the full School Board.
• Once the School Board and Select Board approve a budget tobe taken to public hearing, the committee will review said budgets and makerecommendations to the public to be presented during the School District andTown Budget Hearings.
• Once the School Board and Select Board approve a budget tobe voted on during the annual meetings, the committee will review said budgetsand make recommendations to the public to be presented during the SchoolDistrict and Town Budget Annual Meetings.
• The committee will make a recommendation regarding allmonetary warrant articles that appear on the Town and School District warrants.
Reporting to theSchool District/Town:
• The committee has the right to produce its own report forTown and School District Meetings. The positions of the Select Board or SchoolBoard, and the Budget Advisory Committee, will both appear following eachmonetary warrant article.
• The Select Board and the School Board would present thebudget during the respective Annual Meetings.
